Abstract

VigiAero is a webservice that delivers Weather Impact Prediction for Air Traffic Flow and Capacity Management. This service is dedicated to support the Flow Management Position operator for decision making in relation with hazardous weather.

VigiAero algorithm crosses ATM and MET information in real time to deliver a diagnosis on the impact of hazardous weather on the air traffic control capacity.

VigiAero is currently available for 2 phenomena on Europe: convection (thunderstorms) and Clear Air Turbulence. Convection is based on a multimodel approach developed by MetSafe.

The weather impact is computed every five minutes for each ATC sector for the next twenty-four hours. The impact is delivered as a severity level based on Eurocontrol/EUMETNET unified risk matrix.

The pre operational trials of VigiAero started in June 2020 in DSNA Reims En route Control Center.

MetSafe proposes an access to global meteorological webservices for the aviation community through its cloud-based services platform. 

Access to data service delivers on a global scale regulated meteorological products, real time adverse weather service (radar, satellite) and numerical weather prediction products.

State of the atmosphere services (wind sand, SO2…) are also proposed based on COPERNICUS data.

Information is delivered through a SWIM yellow profile compliant API with ATM-grade quality of service.

MetSafe platform is powered by multiple meteorological sources. A partnership with MétéoFrance and Météorage ensures access to the latest state of art meteorological products.

Beyond provision of access to data, MetSafe provides tailored expert services such as extraction of meteorological information around the 4D trajectory or weather impact prediction for ATFCM.

Our meteorological webservices are used operationally to support various applications: Air Traffic Control Working position, Electronic flight Bag, fuel optimisation for airline.

Weather decision service to support European ATFCM meteorological measure

VigiAero adresses the need for the Flow Manager Position operator in Europe En Route control Centers.

The information [+3H:+24H] supports the FMP decision making in terms of meteorological regulation.

The information [+0h;+3H] supports the ATC room manager decision making in term of optimum grouping/degrouping when facing thunderstorms.

VigiAero potential use can be extended to airport Flow Management Position and airlines operation center to share a common view of weather impact on the ATM network.

PCP S-AF5.4 — Meteorological information exchange

Operational stakeholders shall implement services which support the exchange of the following meteorological information using the yellow SWIM TI Profile:

-- Meteorological information supporting En Route/Approach ATC process or aids involving the relevant MET information, translation processes to derive constraints for weather and converting this information in an ATM impact; the system capability mainly targets a ''time to decision'' horizon between 20 minutes and 7 days;

Service implementations shall be compliant with the applicable version of AIRM, the AIRM Foundation Material and the ISRM Foundation Material.

Authentication

Access to MetSafe services requires an access token that connects API requests to your account. See customer onboarding below for access to VigiAero Service.

 

Authorisation

The service consumer has a restricted access to a number of FIRs.

Operational Policy

The VigiAero service provides information about weather impact which are estimates based on weather forecast and initial flight plans. Both data are probabilistic and contains uncertainties. This service shall not be used for safety-critical decision.

 

Technical Policy

VigiAero brings the best of weather data in Europe. However numerical weather model have limitations.

For example, local phenomena may not be detected by weather model because of spatial resolution.  

VigiAero used a mix of weather model both global (25km resolution) and local (up to 1.3 km). By using a multimodel approach and a confidence index, VigiAero aims at minimizing this uncertainty.

 

Consumer onboarding

A free trial of VigiAero service is proposed. An access token can be requested at [email protected]. The request must precise the geographical area of interest.

Prior coordination with service consumer must be established to check the FIR sectorisation.

 

Availability

VigiAero is delivered from a European-wide cloud infrastructure ensuring resilience. VigiAero is provided with an ATM-grade quality of service.

The default guaranteed service availability by SLA is 99,5%.

 

Response Time

VigiAero is provided with a an ATM-grade SLA. VigiAero is delivered from a European wide cloud infrastructure with resilience.

The default response time is < 1s for 95% of requests, <5s for 99% of requests.

Integrity

Integrity is ensured through quality check.

 

Common UTC source

VigiAero is synchronized to UTC source. The systems consuming the service shall be synchronised to a UTC time-source.

COLLABORATIVE_VALIDATION
Validation

MetSafe, DSNA and France Aviation Civile Services teamed up in 2019 to speed up innovation in the ATC room.

Initial R&D activities for VigiAero have been funded through two SESAR ENGAGE projects.

Post-Ops analysis has been performed based on real time observation by MeteoFrance (Satellite convection) and Meteorage (Lightning detection).

Operational validation in the ATC room has been performed starting summer 2020: 16 FMP operators trained on VigiAero and provided daily operational feedbacks.

Through operational validation in the ATC room, VigiAero was validated for weather awareness and  reached the objective of delivering actionable data for FMP.
