ENAIRE is the leading air navigation and aeronautical information service provider in Spain. ENAIRE is the fourth most important European air traffic manager and is in a clear commitment to the Single Sky initiative. The company manages the Spanish airspace over a territory of 2.19 MN square kilometres. and provides air traffic services to 2.1 million flights to and from four continents (Europe, America, Asia and Africa), carrying 300 million passengers each year. Through five control centres, 21 control towers and a comprehensive network of aeronautical infrastructure and equipment, ENAIRE provides en-route, approach and aerodrome ATC services, as well as flight information, alerts and consulting services. ENAIRE is the communications, navigation and surveillance service provider across the whole of the Spanish airspace and at airports in Aena network.
The manned traffic information service provides the information of the controlled manned traffic information to the USSPs so that it can support the UAS flight authorisation (activation) process as well as provide constraints in terms of situational awareness.
General
Operational Needs
U-space airspaces may be established in controlled airspace, so that, the USSPs require the situational
awareness to provide the U-space services maintaining the acceptable level of safety. Thus, the Common Information Service Provider (CISP) is responsible for providing static and dynamic data to enable the provision of U-space services for the management of traffic of unmanned aircraft.
According to Implementing Regulation (EU) 2021/665 in its article 1, section 2(a) air traffic services
providers shall provide on a non-discriminatory basis the relevant traffic information regarding manned aircraft
that is necessary as part of the common information services. Then, since it is common information the CISP
makes these data available to the USSPs so that the UAS operators are notified about incoming manned traffic
that may eventually result in a conflict with the UAS flight trajectory.
The manned traffic information service supports its functionality by providing an interface so that the USSPs
receive all the manned traffic within the U-space airspaces in controlled airspace. The CISP publishes the
information through a topic and therefore, all USSPs subscribed to the topic receive the same dynamic data.
Functionality
This function consists of the CISP publishing the corresponding manned traffic information data updates while the USSPs subscribes to receive the proper information. The following Figure 4.1-1 shows a structural diagram of the service:

Quality of Service
Manned traffic information service shall achieve a quality that is sufficient to ensure the service is fit for providing manned traffic within controlled airspace to USSPs. The quality of service applies to manned traffic information reliability, and security.
In terms of performance, manned traffic information service shall comply with the minimum requirements that the regulation in the Acceptable Means of Compliance to Implementing Regulation (EU) 2021/664 ([10.]). Therefore, the manned traffic information should be made available with a latency that is lower than that necessary for the proper functioning of the traffic information service, as determined by the U-space airspace risk assessment, for at least 99 % of the time.
Moreover, the CISP should ensure for the data it collects and distributes regarding manned traffic information is not altered and preserves the integrity of the information received. The manned traffic information should also take the appropriate measures to maintain the completeness, accuracy, resolution, traceability, timeliness, and logical consistency of the data.

Service Monitoring
The U-Hub Health Status Service described in Interface Specification for Health status SWIM service - U-HUB is provided as a heartbeat service to periodically check the status of the Manned traffic information service – among others – and determine whether it is available.
Behaviour
The nominal behaviour of this interface requires several steps performed by the USSPs to properly receive the manned traffic information is as follows:
Firstly, the USSP shall connect to the broker offered by ENAIRE U-Hub system, authenticating the user to be able to use the queues and topics offered by the broker. Secondly, the USSP shall subscribe to the topic offered by the Evt_UHub_Manned_Track_Data_Update interface to finally receive the manned traffic information so that the USSP can provide situational awareness to the UAS Operators.
