ENAIRE is the leading air navigation and aeronautical information service provider in Spain. ENAIRE is the fourth most important European air traffic manager and is in a clear commitment to the Single Sky initiative. The company manages the Spanish airspace over a territory of 2.19 MN square kilometres. and provides air traffic services to 2.1 million flights to and from four continents (Europe, America, Asia and Africa), carrying 300 million passengers each year. Through five control centres, 21 control towers and a comprehensive network of aeronautical infrastructure and equipment, ENAIRE provides en-route, approach and aerodrome ATC services, as well as flight information, alerts and consulting services. ENAIRE is the communications, navigation and surveillance service provider across the whole of the Spanish airspace and at airports in Aena network.
The purpose of this specification document is to aim at providing the definition of the ENAIRE U-Hub health status SWIM distribution service. Health status service is responsible for the continuous monitoring of the services provided by the U-Hub system, including the CIS services. Acceptable Means of Compliance to Implementing Regulation (EU) 2021/664 claims that the single CIS provider should monitor the status of the services provided as common information notifying the USSPs about any issues detected on the availability of those services.
This document defines and describes the interface provided by the health status service in terms of protocol, endpoint, security, and data, so that the full information exchange is covered. Thus, this document aims to describe and define both logical and physical interface of the U-Hub health status service.
This service will ensure compliance with the requirements set by the Acceptable Means of Compliance to Implementing Regulation (EU) 2021/664.
General
Operational Needs
USSPs require to know the availability of the services of the providers of common information to provide services to UAS operators without any discontinuance or even suspension of the services. USSPs also require to provide services with sufficient data quality to end users.
According to Acceptable Means of Compliance to Implementing Regulation (EU) 2021/664 in its AMC1 on Article 5(7), the single CIS provider should monitor the availability of services of the providers of common information. The single CIS provider should notify the USSPs about any detected availability issues with regard to the data received.
Capabilities
ENAIRE’s U-Hub not only monitors common information services but all the provided services so that, the USSPs are aware about any discontinuance of the provided services. This notification is provided by the operation provided by the U-Hub. It is available for USSPs to request the information with the polling frequency that fits the operating method provided by them.

In the nominal behaviour of this service, besides monitoring all the U-Hub services, the consumers request the Srv_UHUB_Health_Status_Data_Update interface so that they can retrieve the status of the U-Hub services, including the CISP services. Thus, the USSPs are informed about any degradation of the CISP services.
