ROCD input

On ROCD input, CCS sets an open constraint if at least one of the following conditions is satisfied:
- the application point of the input is in take-off or final approach phase,
- if in climb/intermediate climb phase, the level at application point is greater than the CFL,
- if in descent/intermediate descent, the level at application point is lower than the CFL.

On ROCD input, CCS sets a closed constraint if the following conditions are satisfied:
- the application point of the input is in Initial climb phase, climb phase, Cruise phase, pre-descent phase, descent phase or Intermediate Approach phase,
- and if in climb/intermediate climb phase, the level at application point is lower than the CFL or in descent/intermediate descent, the level at application point is greater than the CFL.
If no application point is provided, CCS applies the constraint to the "immediate" application point, i.e. the track position if given in the input or the last available track position otherwise (the one in the last position report).
