On ECL input, CCS:
- creates an En-Route Cruise Level constraint,
- sets to INACTIVE other existing ECL constraints whose application point is located after this ECL Input application point and within the same ATSU AoR,
- cancels each downstream XFL constraint within the same ATSU and with a level not within the level band delimited by the level at application point and the ECL value.
