When the skipped LogicalCWP has an upstream OLDI transition, CCS sends automatically an OLDI SCO message (Skip Communication Message) to this upstream ATSU.
Note: unlike CCS, in PJ16 definition, the operation is allowed only when the upstream responsibility is in the same ATSU.
