By default, the CCS assumeFlight operation will not be rejected when the assuming responsibility is not FREQUENCY_CHANGED. The consumer can limit the assumeFlight access to FREQUENCY_CHANGED responsibilities by defining offline a specific eligibility rule in the dataset.
