Whether the parameter respTraversalId is provided or not, CCS shall:
- trigger a normal assumption if the assuming responsibility is in the list of crossed responsibilities and if it is assumable (eq. coordinationStatus FREQUENCY_CHANGED),
- trigger an assume by shortcut if the coordinationStatus of the assuming responsibility is in the list of crossed responsibilities but it is not assumable (this includes the case where the assuming responsibility is DEASSUMED following a forceAssume from another responsibility),
- trigger an assume by delegation if the assuming responsibility is not in the list of crossed responsibilities.
