- toSector has to be filled only if the ATCO wants to perform a hand-over to a specific Sector instead of the next Sector. However, if the toSector attribute is filled, then it is mandatory to also fill the corresponding attribute toSectorTraversalId (only this identifier is really used by Coflight).
